The Top 10 Most Innovative States In The U.S.
Innovation flourishes where ecosystems are intentionally built to support it.
WalletHub’s 2026 Most & Least Innovative States report shows that some U.S. states are driving the country’s technological progress far more than others.
Using a detailed methodology that compares all 50 states (and Washington D.C.), WalletHub ranked each location. They scored them across 25 metrics grouped into two equally weighted categories: Human Capital (50% of the score) and Innovation Environment (the other 50%).
Each metric contributed to a score out of 100 based on factors like STEM talent, tech‑company density, R&D investment, and startup activity, which were then combined to create a single overall Innovation Index.
Several clear themes emerge from this year’s rankings, and what stands out is just how wide the gaps are between the leading innovation hubs and the rest of the country.
The District of Columbia, for example, ranks No. 1 because its STEM‑worker share is 2.9 times higher than Mississippi’s, the lowest‑ranked state. This is an enormous advantage when it comes to building and attracting high‑growth industries. Massachusetts, the runner‑up, had a R&D intensity 17.8 times higher than Wyoming, which ranked 33rd overall. California finished third, powered by the gravitational pull of Silicon Valley, elite research universities, and the nation’s most established venture‑capital ecosystem.

Not every standout state made it to the top three in the list. Delaware, for instance, ranks eighth overall but boasts the second- strongest innovation environment in the country. This state is supported by tech‑company density 4.6 times higher than North Dakota, which ranks 48th as a whole.
Maryland and Virginia also ranked among the ten-best according to WalletHub, with strong STEM pipelines and proximity to federal research hubs. These states prove that innovation can happen with intentional investment in people, research, and the surrounding ecosystem.
“The most innovative states are especially attractive to people who have majored in science, technology, engineering and math, or STEM, as they offer abundant career opportunities and investment dollars, both for jobs at existing companies and for startups,” says Chip Lupo, WalletHub Analyst. “These states also instill young students with the skills they need to succeed in the current workforce, skills which are useful whether or not they pursue a STEM career.”
